The South Bay Workforce Investment Board leads two major regional healthcare workforce initiatives—Health-Flex High Road Training Partnership (HF-HRTP) and Advancing Careers Equitably (ACE)—designed to expand and diversify the talent pipeline for hospitals, clinics, and allied health employers across Los Angeles County.

We work closely with employers, training providers, and community partners to recruit, prepare, and place job seekers—especially those from underserved communities—into high-demand healthcare roles with long-term career advancement opportunities.

Regional Healthcare Workforce Priorities

Los Angeles County continues to face critical shortages in nursing, allied health, and patient support roles due to workforce attrition, increased service demand, and demographic shifts. Healthcare employers need a predictable, well-prepared talent pipeline.

Health-Flex and ACE address this need by expanding access to training and employment for individuals who have historically faced barriers to healthcare careers—including people with disabilities, communities of color, LGBTQIA+ individuals, immigrants, and first-generation workers.

Our commitment is to build a healthcare workforce that reflects, serves, and strengthens the region’s diverse communities.

Recruitment and Assessment

We identify and assess motivated participants from across Los Angeles County who are ready to begin or advance in healthcare careers.

Training and Credentialing

Participants enroll in employer-aligned, accredited training programs delivered by high-quality education partners. Curriculum integrates technical skills, clinical competencies, and industry expectations.

Supportive Services and Case Management

Participants receive individualized support—including tutoring, transportation and childcare resources, barrier-removal assistance, and stipends (when available)—to ensure successful completion.

Job Placement and Advancement

Graduates move directly into employment opportunities with regional healthcare employers. Pathways provide structured options for long-term advancement into LVN, RN, and specialty roles.

Featured Healthcare Career Pathways

Certified Nursing Assistant (CNA)
Preparation for acute, sub-acute, and long-term care settings; includes clinical training and state exam readiness.

Medical Assistant (MA)
Front- and back-office competencies for outpatient clinics and medical groups, including patient intake, vitals, and administrative procedures.

Emergency Medical Technician (EMT)
Training for field response, transport operations, and emergency department support roles.

Paramedic
Advanced pre-hospital clinical training focused on critical care, emergency response, pharmacology, trauma management, and advanced life support. Graduates are prepared for leadership roles in EMS agencies, emergency departments, and high-acuity mobile care settings.

Orthotic Fitter
Specialized preparation for fitting, adjusting, and delivering orthotic devices under the supervision of licensed clinicians. Training includes anatomy, patient assessment, device selection, fabrication principles, and compliance with clinical and regulatory standards.

Licensed Vocational Nurse (LVN)
Comprehensive clinical preparation with opportunities for progression into RN pathways.

Radiologic Technology
Accredited diagnostic imaging training for hospital and outpatient settings, covering radiographic procedures, patient positioning, and radiation safety.

Registered Nurse (RN)
Long-term advancement opportunities supported through aligned education partners and integrated pathway design.
